What is Solar ATAP?

Solar ATAP (Solar Accelerated Transition Action Programme) is Malaysia's new 2026 rooftop solar initiative by PETRA. Unlike NEM 3.0, it allows commercial and residential users to install solar PV systems with no quota limit, 10-year contracts, and export excess energy at the System Marginal Price (SMP). Applications open January 1, 2026 via SEDA Malaysia.

What is SMP (System Marginal Price)?

System Marginal Price (SMP) is the wholesale electricity clearing price in Malaysia's Single Buyer market. Under Solar ATAP, commercial and industrial users receive export credits calculated at the SMP rate, which fluctuates based on market demand. SMP is typically RM0.20-0.40 per kWh and is determined by TNB Grid System Operator.

What is Maximum Demand (MD) for Solar?

Maximum Demand (MD) is the highest amount of electrical power (in kW) your premises draws from TNB grid during a billing period. Under Solar ATAP 2026, commercial users can install solar systems up to 100% of their MD (increased from 75% under NEM 3.0), capped at 1MWac.

What is GITA Tax Incentive for Solar?

GITA (Green Investment Tax Allowance) is a Malaysian tax incentive for green technology investments. Businesses installing solar panels and Battery Energy Storage Systems (BESS) can claim 100% Investment Tax Allowance on qualifying expenditures. GITA has been extended through 2026 by MIDA.

What are Solar Export Credits?

Solar export credits are bill offsets you receive when your solar panels produce more electricity than you consume. Under Solar ATAP, excess energy is exported to the TNB grid and credited to your bill. Domestic users receive credits at retail tariff rates (RM0.27-0.37/kWh). Commercial users receive credits at SMP rates. Credits must be used within the same billing month.

Solar ATAP Quota
Unlike NEM 3.0, Solar ATAP has no fixed national quota. Applications are open year-round starting January 1, 2026.
System Sizing Limit
Commercial users can install up to 100% of Maximum Demand (MD), increased from the previous 75% cap under NEM 3.0.
Export Rate (Commercial)
Excess energy is exported at the System Marginal Price (SMP), a market-driven rate determined by TNB.
Export Rate (Residential)
Domestic users receive credits at the prevailing retail energy tariff: RM0.27/kWh for usage ≤1,500 kWh/month, RM0.37/kWh for usage above.
Contract Duration
Solar ATAP contract is valid for 10 years. After this period, you can continue using your system for self-consumption but export credits end.
Eligible Participants
Open to all TNB account holders — residential, commercial, and industrial — who do not have an existing solar PV system.
